404 Error

I signed up for the forum because it had a different Captcha than the sign in, which happens to be a Cloudflare. No matter what site I go on, no matter what browser I use, no matter what internet I use, Cloudflare doesn't work. I believe it's my computer but I can't afford to buy another. Is there anyway to sign in with a different Captcha, or a way to contact the administrator itself? I would love to hear advice, thank you!

Have you tried deleting your cache/history and restarting your router?
